This review examines the studies conducted on the possible effects of the HAARP program on humans. Technical studies indicate that the project could cause changes in plasmas by producing electromagnetic fields ranging from very low frequencies (ELF/VLF) to very high frequencies (HF). Artificial optical plasmas have been noted. However, no measurements of the intensity of electromagnetic fields at the Earth's surface or human exposure to these fields have been reported. No clinical trials have been conducted, and no studies directly or indirectly assessing health outcomes specifically related to the project were identified. Critical research gaps include: ground-level exposure characterization, occupational health surveillance, community epidemiological studies,mechanistic research linking ionospheric effects to biologically relevant exposures, and safety and regulatory assessments. Priority recommendations comprise comprehensive environmental monitoring, occupational and community health studies, mechanistic laboratory experiments, and formal health risk assessments. Until such research is conducted, definitive conclusions regarding HAARP’s health impacts cannot be drawn. These evidence gaps highlight the need for coordinated, interdisciplinary investigation to address public health questions and inform policy regarding emerging ionospheric technologies.
